Yes, selectively. Ascendure backs lodge-scale, high-rate resort and villa projects in Sumba and Sumbawa where the title is clean, the operator is credible and the land is held in the project company. Demand is thin — Sumba draws tens of thousands of visitors a year, not millions — and builds cost more than in Bali because almost everything is shipped in, so these are rate plays, not volume plays, and the project has to prove its own demand. What makes Sumba and Sumbawa different?
| Sumba | Sumbawa | |
|---|---|---|
| Access | 2–3 flights a day from Bali to Tambolaka; routes from Lombok since 2025 | Ferries from Lombok; a west-coast airport permitted in late 2025 |
| Demand | About 35,000 visitors a year (est.) | Surf-led: Lakey Peak, Sekongkang, Maluk |
| Build cost | Roughly 40–60% above Bali | Above Bali; remote sites |
| Model | High-rate lodges and villas | Surf camps and villas |
Land is far cheaper than in Bali, but cheap land does not make a project cheap: shipping, power, water and staff housing all add cost. See land prices and demand east of Bali. Information only.
What do capital providers check most carefully?
- Title and customary land. Land disputes involving tourism projects have been recorded in Sumba, including over coastal land. Check the certificate, the boundaries and any customary (adat) claims, and document community agreements.
- Infrastructure. Grid power and clean water are less reliable than in Bali. A credible plan for solar, generators, water storage and treatment is part of the budget, not an extra.
- The operator. A lodge charging several hundred dollars a night lives or dies on its operator and its distribution.
- Cost to complete. Remote builds overrun more often; an independent quantity surveyor’s estimate matters even more here.
How would a facility work?
As elsewhere: the owner’s equity pays for the land (Ascendure can part-fund a freehold or HGB purchase, up to 50% of the land’s forced-sale value), design and permits, and Ascendure’s completion capital finishes the build, released in stages against independent quantity-surveyor certificates. Security is the land title, the company’s shares, and its equipment and income. Facilities typically start at about USD 500,000, for 6 to 36 months, with no equity taken. See why capital is released in stages.
Can a foreigner own land in Sumba or Sumbawa?
Not freehold, anywhere in Indonesia. Foreign investors hold land through a PT PMA (a foreign-owned Indonesian company) under a right to build (HGB) or a right to use (Hak Pakai), or take a long lease. See how foreigners hold property. Not legal advice.
