Kura Kura Bali is a 498-hectare island development about 20 minutes from Sanur, designated a Special Economic Zone in 2023 under Government Regulation 23 of 2023, with a master plan running to 2052. As reported in mid-2026, an international school and a university campus are open, a mall is about 92% built and a hotel of around 140 rooms is under construction. Information only.
What is a Special Economic Zone?
A Special Economic Zone (in Indonesian, KEK) is an area the government designates for investment, with its own tax breaks and simpler licensing. Kura Kura Bali offers:
| Benefit | Terms |
|---|---|
| Corporate tax holiday | 10–20 years |
| Land rights (HGB) | Up to 80 years |
| Licensing | One-stop, within the zone |
HGB is the right to build on and use land, the title most foreign-owned companies hold. Exact incentives depend on the business and are approved case by case — verify with Indonesian counsel. Information only.
What has actually been built?
| Element | Status (as reported, mid-2026) |
|---|---|
| International school | Open since August 2025 |
| University campus | Open |
| Outlet mall | ~92% built — opening 2026 |
| Hotel, ~140 rooms | Under construction — 2026/27 |
| Marina and finance centre | Planned |
It helps to sort any master plan into three piles — built, building and planned — and to value only the first two. Information only.
How much money has gone in so far?
The zone targets IDR 104 trillion (≈ USD 6.4 billion) of investment by 2052. About IDR 1.6 trillion (≈ USD 100 million) had landed three years in — roughly 1.5% of the target. That is an early start on a 30-year plan, not a shortfall in itself. Information only.
Who benefits first?
Whoever serves the demand that is already real: families brought by the school, weekday visitors to the mall and events, and the people who work there. Staff housing, clinics, cafés and suppliers serving the zone benefit at every stage, whatever happens to the later phases.
The Sanur health zone across the bay adds to the same catchment. See the Sanur health zone and long-term rental demand in Bali.
