What should pink (tourism-zoned) land in Bali really cost?

What Pink Land in Bali Should Really Cost

Price pink land by what the finished rooms can earn, not by what sellers are asking. Working back from a USD 200 nightly rate at 65% occupancy — through platform fees, management and running costs, and the build cost — the land can carry about USD 33,000 per key (room), or roughly IDR 830 million per are (100 m²) as an upfront 25–30-year lease. Yet pink land in Canggu and Pererenan already asks IDR 540–975 million per are. Illustrative — not financial advice.

What is “pink land”?

Bali’s tourism-zoned land — the colour it carries on the official RDTR zoning maps, and the only land where villas and hotels are fully licensable. It carries a premium for that permission: in the same district it can ask 1.3× the residential zone and several times the farmland next door. The question is how much of that premium a project can actually afford.

The method is the residual: start from the nightly rate the market will really pay, walk down through occupancy, platform fees, management and operating costs to the profit line, size the total project a sensible investor would fund against that profit — and whatever is left after construction is what the land is worth to you.

Step 1–2: find your real rate

Build a competitive set of 8–15 properties on Booking.com, Airbnb and Agoda, ideally with a data tool (AirDNA, Airbtics, PriceLabs), matched on location, fit-out, size and amenities — and on operator type. A home-grown operation should not benchmark itself against an Aman; a project signing a branded operator may fairly assume that brand’s rates (a 25–35% premium in Bali data). Use rates achieved across low and high season, not rack rates. See how to set a realistic rate.

Step 3–4: occupancy, RevPAR and the top line

Assume occupancy from the island, not from optimism: Bali’s classified hotels ran 74% in 2025 and the villa market median is 63% across 38,640 tracked listings; the USD 500+ tier sits near 49%. A USD 200-ADR product should model 60–65%. RevPAR is ADR × occupancy: at USD 200 × 65%, USD 130 — USD 47,450 per key per year. Information only.

Step 5–7: what leaves the top line

Platforms. Commissions run 15–25% (Booking.com averaging about 15%, Airbnb host-only 14–16%). Expect 70–85% of bookings via platforms in year one; established operators reach 35–40% direct, pulling the blended channel cost toward about 12% of revenue.

Management and tax. Villa management charges 15–30% of gross; branded hotel agreements in Asia-Pacific average about a 1.6% base fee plus 6.6% of GOP. The 10% PB1 tax sits on the guest’s bill; income tax depends on structure — commonly a 10% final tax on lease-out models or 22% corporate tax on operating companies. Take professional advice.

Operating costs to GOP. Model costs so the bottom line lands where the region lands: Southeast Asian hotels kept a 37% GOP margin in FY2024, well-run properties above 40%. GOP under USALI — the uniform hotel accounting standard — is revenue minus all operating costs, before rent, financing and owner taxes. Information only.

Step 8: price the clock

Building takes 24–36 months and ramping to stabilised occupancy another 12–18, so stabilisation arrives around month 36–52. A sound project then returns its capital in roughly 4–6 years of stabilised GOP — about 8–10 years all-in. The method expresses that as a required all-equity yield of about 10–12.5% on total cost: an input the buyer sets, reflecting that established markets offer 5–7% with cheap leverage while Bali carries frontier risk, thinner exits and seasonal demand. It is not a forecast. Illustrative — not financial advice.

The worked example — USD 200 a night

LinePer key, per year (USD)
Top line (200 × 65% × 365)47,450
Platform fees (~12% blended)−5,700
Management (villa model, 18%)−8,540
Operating costs (~35%)−16,600
GOP (~35% margin)16,600
Supportable all-in cost at 11.25%~148,000
Build componentPer key (USD)
Construction, 80 m² at ~1,100/m²88,000
FF&E12,000
Pool share, landscape6,000
Design, permits, pre-opening9,000
All-in, excluding land~115,000

USD 148,000 supportable less USD 115,000 of build leaves about USD 33,000 per key for land. With Bali’s 15-metre height rule, about 50% site coverage and 2–2.5 storeys, each key needs about 64 m² of land — about USD 510 per m², or IDR 830 million per are paid upfront for a 25–30-year lease. That is the ceiling, and it lands at about 22% of all-in cost, in line with the industry rule of thumb. Illustrative — not financial advice.

Maximum supportable pink-land price, IDR per are, upfront on a 25–30-year lease. At USD 150 and 55% occupancy the model barely supports tourism-zone land at all — which is why mid-market projects on expensive corridors stall. Illustrative — not financial advice.

Signs you are overpaying

  • The seller’s comparable is an asking price, not a completed sale.
  • The brochure’s return assumes 80% occupancy at rack rate.
  • The land is priced on last year’s corridor sentiment while your comparables earn this year’s rates.
  • The plot is green or yellow on the zoning map but priced as if it were pink — check the parcel on the official RDTR map first.

When Ascendure considers completion or expansion capital, this residual is the first test a project meets: projects bought inside the ceiling get finished; projects bought above it rely on the future to rescue the past.
