What happens to a Bali development when off-plan pre-sales slow down?

~40%sold — then the money stopped

The developer still owes every buyer a finished unit by a set date, but the money to build it stops arriving. Projects that pre-sold before securing land and permits, and relied on the next instalment, are the ones that stall; those funded as if pre-sales were never coming — equity first, capital in place to completion — get through. Information only.

What is an off-plan pre-sale?

Selling a villa or apartment before it is built, usually on a deposit followed by instalments as construction progresses. Buyers pay early, often at a lower price, and the developer uses the money to build.

Why isn’t pre-sale money the same as funding?

Because a deposit is a promise with a deadline. When the market pauses, buyers delay, stall or disappear, and the developer must still fund and deliver the building before it can really be sold. The obligation stays; the cash does not.

What does that look like in a real project?

One developer shared their account with Ascendure; it is anonymised here. Units were sold before the land was owned or a permit held. Early sales paid for part of the land and the start of the build. About 40% of units sold, then the market stopped; costs rose, instalments slowed and the cash ran out.

The lessons they drew:

  1. Never pre-sell before owning the land and holding the permit.
  2. “Build now, permit later” is the advice that ends projects.
  3. Pre-sale money is an obligation, not income.
  4. Direct sales and marketing cost far more than planned.
  5. Contractor variations will exceed the contingency.
  6. Never assume the next instalment arrives on time.
  7. A stalled site loses value every week — in Bali’s climate, exposed structure decays visibly.

So what kind of project gets through?

One with real equity in first, capital in place to complete, and a finished product a buyer or tenant actually wants. Pre-sales then become a bonus that reduces the facility, not the thing holding the build up. See how projects are funded and repaying a facility from off-plan sales.

What if you are a buyer, or the project has already stalled?

Buyers should read what happens when an off-plan developer runs out of money. Developers with a stalled site should read options for a stalled project.
