In order: confirm the zoning, register the company’s KBLI business codes and NIB business number through the OSS online system, get a PBG building approval before you build, get an SLF certificate once the building is finished, then the operating licences — with quarterly LKPM reports for foreign-owned companies. Every layer can be checked online. Information only.
Where do you start?
With the zoning, before anything else. Check the plot on the official detailed spatial plan (RDTR) at gistaru.atrbpn.go.id. The colours tell you what is allowed:
- Pink — tourism: villas and hotels are allowed.
- Yellow — residential.
- Green — farmland: tourism building is not allowed.
Every permit after this depends on it. For what zoned land should cost, see what pink land should cost.
What does the company need?
KBLI codes and an NIB. KBLI codes are the business classification codes that define what the company may legally do; a foreign-owned PT PMA needs investment of about IDR 10 billion per code. The NIB (Nomor Induk Berusaha) is the company’s master business number. Both are handled at oss.go.id.
This is also where Bali’s 2026 restrictions on new foreign registrations apply — see choosing KBLI codes and what foreigners can still open.
What lets you build?
The PBG (Persetujuan Bangunan Gedung, building approval), which replaced the old IMB permit in 2021. It approves a specific design on a specific plot, is issued only where the zoning allows, and is applied for through simbg.pu.go.id.
What lets you open?
The SLF (Sertifikat Laik Fungsi, certificate of function). It confirms the finished building matches its PBG and is safe to occupy. Without it the building cannot legally operate, and booking-platform compliance checks increasingly ask for it.
And once you are open?
You need activity licences — tourism registration for accommodation, a clinic classification for healthcare — issued against your KBLI through OSS. Foreign-owned companies also file a quarterly LKPM investment activity report at lkpmonline.bkpm.go.id.
Where can you check each one?

| Land certificate checks | Sentuh Tanahku app (BPN, the land agency) |
What if you have already started without a PBG?
It depends on the zoning. If the land is correctly zoned in a regency still issuing permits, apply for the PBG now and pause visible work. On farmland in the regencies where tourism building is paused, there is no way to regularise until policy changes, and the prudent course is to spend nothing more until the zoning is resolved.
