Field note · Permits

Can you still build in Bali after the 2026 permit restrictions?

6regencies with a farmland pause

Yes, on correctly zoned land. As reported in 2026, new tourism construction on farmland is paused across six regencies, but Badung, Gianyar and Denpasar continue to issue permits on zoned land, Special Economic Zones run their own rules, and projects that already hold a valid PBG may keep building. Information only.

What changed in 2026?

Two things, as reported:

  • New tourism construction on farmland (green zone) is paused across six regencies — Bali’s regencies are its main administrative districts.
  • From 31 March 2026, short-term rentals must show they are legally licensed to stay listed on booking platforms.

Both push in the same direction: towards permitted, licensed, finished properties.

What is still open?

ActivityStatus (as reported, 2026)
New PBG on zoned land in Badung, Gianyar, DenpasarOpen
New PBG on farmland in six regenciesPaused
Projects with a valid PBG issued before the pauseMay continue
Special Economic ZonesOwn rules
Existing operating licencesGrandfathered

“Grandfathered” means licences already issued keep working under the old rules. Special Economic Zones — such as Kura Kura Bali and Sanur — have their own licensing. Information only.

What does it take to be fully operational?

Four layers, in this order:

  1. PBG — the building approval.
  2. SLF — the certificate of function once the building is complete.
  3. NIB (business number) and tourism registrations.
  4. Booking-platform compliance.

Who gains from the restrictions?

Whoever already holds what is now scarce. When new supply is rationed, correctly zoned land, permitted projects — finished or not — and licensed operating businesses all become harder to come by.

A permitted, half-built project is well placed, provided it gets finished: every month it stands idle, that advantage erodes. See options for a stalled project. Rules move: verify current status with Indonesian counsel.
